Early County uses a commission form of
government. There is no separation of legislative and executive
powers in the commission form of government.
This form of government was first developed in Galveston, Texas in
1901. When the city was almost destroyed by a tidal wave, the
citizens decided that a commission was the best way for the local
government to deal with the serious emergency. This allowed
individual departments to be given special attention.
Early County has a commission chairman elected at large and four
commissioners elected from individual districts. All are elected
for 4-year terms.

The Cities of Blakely, Arlington, and
Damascus all utilize one of the oldest and most widely used types of
city government. This system is the mayor-council form.
Under this form of government, the city is divided between separate
legislative and executive branches.
The city council makes up the legislative branch of the government and
the executive branch is headed up by a chief executive, or mayor.
It also includes officials such as a clerk, treasurer, comptroller, and
a city attorney. All are elected for 4-year terms.
Separate departments handle police and fire protection, recreation,
roads, and buildings, health and welfare, and other matters.
